Rainier Development is a Seattle-based real estate development company specializing in affordable housing, adaptive reuse and historic preservation. Over more than two decades, Rainier has completed 28 projects representing more than $360 million of development value and currently has a $274 million development pipeline across Seattle, Denver, Dallas and Houston.
We are intentionally small. That allows us to stay deeply involved in every project, make better decisions, and deliver work that reflects care at every level—from capital structure to material selection.
We are rooted in the Pacific Northwest, where authenticity, durability, and respect for place matter. That mindset guides our work nationally, especially in urban environments where reuse and affordability are essential to a sustainable future.

Edson founded Rainier Development with a conviction that great development requires both institutional rigor and genuine community commitment. Over more than two decades, he has led the company's growth from a Pacific Northwest firm into a nationally recognized platform for affordable housing, adaptive reuse, and historic preservation.
Chris Seymour
Principal
Chris brings decades of experience in affordable housing finance, LIHTC development and public-private partnerships. He has led projects across the Pacific Northwest and nationally, with deep expertise in complex capital structures and community-driven development.
Charles Clark
Principal
Charles oversees construction management and project execution for Rainier, drawing on 20+ years in the industry. His hands-on approach ensures that every project is delivered with the quality and care that defines the Rainier standard.
